This chapter explains the five FRNYC program components, covering each component's purpose, definition, and the minimum experiences that FRNYC schools must provide to FRNYC students. One of FRNYC's core goals is to provide equitable outcomes for all students. To achieve this goal, it is critical that FRNYC schools deliver consistent programming to promote equitable outcomes among learners. Please read this section carefully, as it contains important guidelines regarding the fidelity of programming FRNYC schools should offer students to ensure a high-quality educational experience.

To receive and maintain FRNYC designation, schools must: 

  • Equitably enroll students and meet commitments on sections (one, two, or three) per grade (or in select cases, grade band) as identified in submitted and approved budget proposals
  • Implement standards-aligned FRNYC course sequences. In general, each course is designed to be 1 credit (54 hours). Schools must adhere to the credit-awarding policies described in the High School Academic Policy Guide when programming students for these courses. 
  • Implement all five FRNYC program components with fidelity as identified in this playbook under “Minimum experiences FRNYC schools must provide to FRNYC students”
  • Support students through engagement and completion within and across ALL FIVE FRNYC program components (for example, Earn at least 4+ CCI Credits, 54 hours of WBL, 3+ College Credit and/or a Credential of Value, 1-1 Advising and a strong future plan).
  • Ensure data reporting requirements are met in a timely manner
